Living standards are simply better in its neighboring countries, and even better outside such. Political system will make it eternally like this unless a massive overhaul occurs which reduces the ethnic tensions within the country.

That has already happened.
By 2070, BiH will have maybe (and that's just maybe, reality will probably be much worse) a quarter of its 91. population, around one million people.
