Croatian MEP calls for changes to Dayton Peace Agreement

It’s time to change the Dayton Peace Agreement. So said Croatian MEP Dubravka Šuica (HDZ) during an interview with daily Dnevni Avaz from Sarajevo. She was commenting on the recent developments in Bosnia and Herzegovina and the referendum which was held by authorities of the Republika Srpska.

Večernji List quoted the MEP as saying: “In my opinion, the international community must now initiate discussions on the post-Dayton arrangements for Bosnia and Herzegovina in order to prevent further escalation of the political situation in the country”.

Šuica also noted that she was concerned with the fact that the Republika Srpska decided to organise a referendum which directly challenged the authority of the country’s Constitutional Court.

“The referendum was illegal, legally superfluous, and politically incendiary. The international community should definitely make the next move”, said the Croatian MEP.

She also confirmed that a group of MEPs are preparing a resolution that would condemn the policies of Milorad Dodik in Bosnia and Herzegovina. Dodik is the President of the Republika Srpska, which is the Serbian entity within Bosnia and Herzegovina. The resolution is expected to be presented at the end of October.

The actual problem is Dayton Peace Agreement has been already changed many times. Mostly through amendments imposed by the High Representative for Bosnia and Herzegovina (OHR), without the consent of elected representatives of the peoples of Bosnia and Herzegovina. Vast majority of these changes were done in favor of the Muslim nationalist project of a unitary state. More the state is a unitary state and not a (con)federation, bigger the opportunity for Muslims to dominate over Christians, even in the areas where Christians are an absolut majority.

If somehow all the imposed changes to the original Dayton Peace Agreement would be annulled, that would ironically be a huge step forward. Although the original agreement was not perfect, it left each of the the constituent nations of Bosnia and Herzegovina equally (un)satisfied. The later changes to the original agreement were done in favor of only one side.

That's why today Serbs and Croats don't want any Bosnia and Herzegovina any more. They lost faith it could ever be a state which would guarantee them equal rights and freedoms. They desire peaceful dissolution of Bosnia and Herzegovina.

We have plenty of discussion on the English forum about the nature of Dayton, and Croats being caught between the centralizing tendencies of Sarajevo and secessionist tendencies of Banja Luka. I encourage you to look through the discussions.

I do think that there are those in Sarajevo who would like to do more than just dominate and want to go so far as to strip Croats in BiH of their national identity and reduce them to "Bosnian Catholics".

As far as the dissolution of BiH goes, I don't think there would be anything peaceful about it. I think Sarajevo would try to use force to keep it together.

If Dayton does fall apart (by the RS declaring independence, or whatever) then the agreement that defined the borders between the entities no longers exists and everything is back on the table, and I think in any scenario that involves the collapse of Dayton that we Croats would be naive to think that the other two groups would keep to their areas...
