If you need workers, surely you can get them from freelancer.com - why does it have to be in Sarajevo? 99.9% of spam on the net is phishing or illegal in some way...esp. if you are operating out of some 3rd world country. I wouldn't mess with Bosnians, they're a crazy bunch, I'd move onto gullible Americans.

PS:

Where we pick for our office is our own kind of problem, we know some good people in Bosnians, and we don't want America, both countries are good, because no country is bad, just we want Bosnians and if anyone show interest, you can send in your details.
